Syria’s General Authority for Ports and Customs has signed a 30-year build–operate–transfer agreement with Turkey’s Kuzey Star Shipyard to construct and operate an integrated shipyard at Tartus port, according to the Syrian Arab News Agency.
The agreement includes the establishment shipbuilding, repair and maintenance capacity at the Mediterranean port under international standards through a fully integrated yard developed and run by the investor during the contract term. of a fully integrated shipyard in the port of Tartous. as the investment period is 30 years, with the company committing to invest at least $190 million over five years. which a special 20% discount will be granted for shipbuilding and maintenance work for the Syrian government in support of the national navy.
Kuzey Star has committed to invest at least $190 million in the first five years to develop docks, warehouses and operational infrastructure. The contract places no financial obligations on the Syrian side.

Employment terms require 1,700 direct jobs and 3,500 indirect jobs, with a minimum of 95% Syrian nationals across the workforce. Training programmes and technology transfer are mandatory contractual elements. The agreement was signed by General Authority for Ports and Customs head Qutaiba Ahmad Badawi and representatives of Kuzey Star Shipyard.
The General Authority for Ports and Customs is Syria’s state body overseeing commercial port administration and customs operations, with responsibility for port development frameworks, infrastructure oversight and contractual regulation of port-related activities.
Kuzey Star Shipyard Tuzla facility is built on an area of 108,000 square meters and has a 280-meter seafront. It operates with 2 floating docks and 3 new build slipways, along with 30,000 square meters of covered space for repair, maintenance, docking, and new construction activities. All these operations are supported by 28 cranes with various capacities up to 150 tons and 250-ton capacity SPMTs. The shipyard includes workshops for steel, pipe, mechanical, electrical, hydraulic, pneumatic, and valve works. Specially designed offices provide comfortable working and resting facilities for all customers. It is a Turkish maritime industrial company engaged in shipbuilding and ship repair, operating shipyard facilities in Turkey and providing construction, conversion and maintenance services for commercial vessels.
